Shira de Bourbon Parme is an urban development planner and social anthropologist with a background in architecture and over 20 years of experience. Her work integrates spatial, social, and governance systems to advance regenerative, life‑centred development. She holds a doctorate from the University of Oxford, where her research on collective cognition in design informs her work on shared knowledge and capability frameworks to embed long‑term, strategic positive change under conditions of uncertainty. As Knowledge Engagement Manager at Arup University, she leads engagement across global skills networks, fostering collaboration and cultivating the collective intelligence needed to scale systemic, values‑led, and transformative impact across built‑environment practices and decision‑making.
